Community Resilience

Community resilience is the ability of people and institutions to adapt, cooperate, maintain essential functions, and recover when economic, social, environmental, or supply disruptions occur. It is strengthened before a crisis—not created during one.

Resilience grows from capable households, trusted relationships, reliable information, practical skills, local producers, functioning businesses, community organizations, and systems for sharing knowledge and coordinating resources. It also requires transparency, responsible governance, continuity planning, and the ability to identify gaps before they become emergencies.

The Sovereignty framework treats resilience as a positive capacity-building goal: create stronger everyday systems so that households and communities are better positioned both during normal conditions and when circumstances become difficult.
